Goddamn pothole on an on-ramp (not construction as I previously thought) did this to my wheel at 55mph in heavy traffic so I couldn't really swerve out of the way. This is after 30 minutes of whacking at it with a ball-peen hammer (the only tool I had) wrapped in a ton of cloth in an attempt to save the surface of the wheel (spoiler alert: it didn't work). It was originally twice this bad, but my phone was in my car 8 feet in the air on a lift so I didn't take a picture. I can't believe it was holding air.
I wonder if I can bitch at the city and get them to have this fixed?

You can try, they sometimes do repair damage from potholes, but rarely.

suspect asking the city to help will get a reply of "is the car modified? NOPE"
or "were you speeding? prove you weren't! NO REPLACEMENT FOR YOU"
or "please fill out form 16223.13.5.6.6 sign in triplicate and fax to *static, call breaking up, static* have a nice day" *click*

Eh prepare for phone musical chairs with you having to call like 4 different city agencies. I think you'll have better luck just getting it smoothed out by a body shop that does wheels well.

I've always wondered this, maybe you can bring a case up against the city in court.

There are companies that only fix wheels, or fix wheels as well as other things. ALLOY WHEEL REPAIR SPECIALISTS, WHEELKRAFT, WHEELWORKS, KEYSTONE AUTOMOTIVE. Most dealers and body shops have a guy that comes by top fix wheels for them, ask some of them who they use.
